You are trying to use pip3 wrong. You should execute pip3 in the normal Windows Powershell or cmd. You are trying to use pip as if its python code. And I think on Windows its just "pip install -r requirements.txt" instead of pip3. In my experience pip3 only used if you are using Linux.

In the directory of the project run the pip command without the 3 after pip. Don't run it as if it was python code.

Don't run CMD as admin and cd into the directory of the repo or in the file exporter clicking the path and typing cmd and enter will create a cmd prompt in the working directory.
