I have problem with making my server public about ballistica HOT 13 OPEN

I forwarded my port from my router.
My server is running at the moment, but my problem is that it's not public.
It's true in the config file,
And i can search it with (filter), but i can't join it (it says 'party is full')
My server's name is ( War ), you can test it.
