Naively, I didn't think we should block cookies unless the domain is in one of those lists. What's the argument for doing so?

I think it's very weird to have one's cookie blocked if you are on a whitelist, but not if you are simply under the radar of the extension altogether, which would be the behavior right now. It sounds like it'd be better to change it to block only cookies from resources that are on our frequencyHeuristic blocklist (or a user-added blocklist). I'd prefer a more aggressive approach, but it seems our design in general is oriented around the idea of identifying "bad" origins and only taking countermeasures against them.

I don't think it's weird at all, but I think it would be fine that whitelisted domains only get cookieblocked once they're also on the frequencyHeuristic list.
