在 42594c1 中搞了一个非常粗糙的实现，请 @errorrik 审核一下，没问题了再关闭本Issue。
对Loader Plugin不是很熟悉，如果不使用factory，而是直接把一个Object字面量放在define中，那应该不会把template和ajax作为这个plugin的依赖对吧，所以必须有factory函数来让loader解析到依赖并处理？

我觉得没啥问题。就是碰到模板import和master的时候，需要手工声明
这个暂时没法搞，我考虑支持下loader-plugin的fromText
