This would also make https://bugs.eclipse.org/bugs/show_bug.cgi?id=576793 easy to implement.

You would be required to provide a target platform to configure target content.
It seems this is currently at low interest of the core-commiters, at least you have the following options to give more priority on this this:
- Start to provide a patch that fixes the problem
- You can sponsor me and offer a funding for this feature (or search for someone else with java skills) if you need dedicated-support
