Swedish language file about alliancep2pbeta HOT 3 CLOSED

I needed to convert it to UTF-8 (was in ASCII).

Rest looks great. I see that still there are some places not included in 
properties
file, but for now it looks like 98% is outside source code. From now on I will 
commit
alliance.en.properties changes separately from other changes, so it will be 
easier to
track modified lines, but i don't expect major changes.

The standard file was in 7bit ASCII when I opened it in Notepad++. If forefox
converted it when downloading, please upload main translation in zip instead.

ÅÄÖ is part of iso-8859-1. But UTF-8 should work fine. The file I uploaded 
is Windows
EOL.
