That's not a bug but rather an intended feature
The bot needs the manage_messages permission to remove users reaction and provide the paginator.
But, I admit that the message explaining this could be detailed a little bit more.

Yeah, I noticed when I run !stats and click the reactions, the page turns, but I have to manually remove my reaction and re-react
