This is almost ready to turn on. writeCfg.py in python/ exists and does everything needed for non-MC jobs. Two things still have to be done:

Determine which releases we can use this for. We will probably have to maintain legacy code for releases prior to about 1.7
-
Incorporate seed management. Again, there will be backwards compatibility problems.
