Almost complete the development of this component. Already tested and in production on CNAF & Legnaro CRABSERVER, working fine.
I have also added the use of the [https://savannah.cern.ch/task/?6381 SE_API], that still need to be tested.

*Just need to add the use of the proxy for not local mounted storage area.
*To be fully tested with remote SE.

Related Issues (20)
- in NodeNameUtils use cmsweb not cmsweb-testbed for sename (after Oct 6)
- make sure we do not publish unless storage element has valid PNN format HOT 1
