The literature would disagree. There have been many papers that use this same code and replicate the results, generating HDR images absolutely fine.
Maybe you're expecting absolute luminance values, while the model is outputting relative values. Maybe your idea of what HDR means is different or wrong. I don't know and I'm really sorry, but I can't help you any more with this as it is beyond the scope of this repository and this work.

You will need to get the output of the model in the script and then apply the transformation i explained above and use that instead.
