I don't understand the problem. For the example source, the output should be two chunks
topic1.dita
topic2.dita
This should be legal DITA 1.3.
from dita-ot.
Our content relies pretty heavily on this sort of behavior. We have chunking set throughout the map, with ancestor or parent topicref elements setting chunk="to-content"
to create a single output file, and then a child or descendant topicref sets chunk="to-content"
to create additional output files. So, I would prefer not to treat this as a warning - it is valid behavior and for us it is very common
from dita-ot.
I tested with DITA-OT 4.1.2 with the same result, I simply ran dita -f html5 -v -i D:\test\map.ditamap -o D:\test\out\html5 -t D:\test\temp
.
