I don't understand the problem. For the example source, the output should be two chunks

  • topic1.dita
  • topic2.dita

This should be legal DITA 1.3.

Our content relies pretty heavily on this sort of behavior. We have chunking set throughout the map, with ancestor or parent topicref elements setting chunk="to-content" to create a single output file, and then a child or descendant topicref sets chunk="to-content" to create additional output files. So, I would prefer not to treat this as a warning - it is valid behavior and for us it is very common

I tested with DITA-OT 4.1.2 with the same result, I simply ran dita -f html5 -v -i D:\test\map.ditamap -o D:\test\out\html5 -t D:\test\temp.
If I understand correctly what @robander said, this is the expected behavior?
