parameter values missing in load_devices() and write_devices() about devsim HOT 1 CLOSED

Most of the examples do not use the restart feature. The file format does not current support writing parameters, but this can be done, as in the following examples.

For an example where mos_2d.py writes a parameter file, mos_2d_params.py. Then it gets imported in this example:

The simulation would proceed as:

python mos_2d.py
python mos_2d_restart.py

Please see https://github.com/devsim/devsim/blob/master/testing/mos_2d_restart.py for an example where the mesh is loaded, and contains the solution variables. Then the functions to set parameters and models are called again.
