preview creates n+1 tiles about label-maker HOT 3 CLOSED

Thanks @jreiberkyle! This is what we get for not having tests for preview (I didn't want to test any actual downloads). Want to set up a PR with that fix? I'm not sure if there is an easy test to add but if you think of anything let me know

I'd be happy to create a PR. How do you run tests? I don't see anything like pytest or nose in requirements-dev.txt and trying to run an individual test file directly sometimes fails because it can't find another file in the fixtures dir.

Example:
python test_validate.py
gives

ERROR: test_bounds (__main__.TestValidate)
Test that bad bounds fail

We should probably add some documentation about this. It uses unittest. You can test a single file like:

python -m unittest test/unit/test_validate.py

or a folder with

python -m unittest discover -v -s test/unit
