I took a file that was 44khz and ~1668.9 seconds.
The win_duration (window size) is 5, so it's scanning over every five seconds, but they make some corrections to that, so the hop = 204650 and the n_samples = 220672.
The full number of samples nt =~ 44100 * 1668.9 =~ 73599023.
The codes returned have shape [nc, 9, 149760] = [nc, 9, 416 * 360] = [nc, 9, 416 * nt / hop].

In other words, every set of [nc, 9, 416] codes represents win_duration = 5 seconds, which would lead me to suspect that each of the [nc, 9] codes represents 5 / 416 = ~.012 seconds. This is reinforced by it being described as having a T[ime] dimension on the end in the codebase. Given that this comes from a convolutional encoder (https://github.com/descriptinc/descript-audio-codec/blob/main/dac/model/dac.py#L64C4-L64C4), this seems to be about right to me.
