I think bzip2 is used for serialization and you need zlib because of p4est...

We also need zlib for VTU files.

is this the bundled boost version from deal.II? If not, I would try to change the build/installation order to bzip2, boost, zlib. Then boost cannot pick up both during its build.

I had the same issue on a local cluster. Switching the order to bzip2, boost, zlib in linux_cluster.platform only changed the error to:
