Getting the same Error. I even took it down to the only required fields.

Based on trial and error. Two issues were happening.
- The test.yml was not in /.github/workflows. I had it in the root directory
- The yaml I was trying to upload was not a build artifact.
Is there a way to surface if the build artifact is not a yaml or it it's not able to find the file rather than stating repo not found.?
