Can't Add Floating XAML file to Project? about flexibility HOT 1 CLOSED

Ok this is bizarre... so that happens when I first add a .xml file in VS (since I don't have option to add stand-alone .xaml directly.. am I missing something?) and then rename to change ext to .xaml - now the file is still there in the directory and I can just add it to the project (Add Existing Item) and then VS doesn't complain and it's fine.

HOWEVER, after that, I can't get it loaded up. Error in IDE says resource not found... the path is correct and the RD xaml file is in the project as Embedded Resource. I just broke out my converter definitions into a separate dictionary to test this out and adding them as reference in App.xaml .. any additional steps I'm missing?
