Agent has no "memory" on its own. It's probabky easier to do this in the ETL (or whatever is in place right now instead of the ETL)

I wonder whether it's not better to let the agent handle it, mostly because it needs 1 bit of memory (master or not) between checks. The agent already uses a bit of memory for gauges and rates. I think It's fine for the agent to broadcast "hey I'm master" when it restarts, even if there have not been any state changes; and otherwise send an event when the state changes.
