@willdavsmith , as the CI/CD is ready and there are released binaries 0.1.0 available. This work item prereqs is ready and can be picked up now.

This would need little more work, currently the binaries are only built for linux, for dapr init, we will have to build binaries for mac and windows. The build script in CI will take care of this but is currently commented until we verify that binaries build on linux for angular can be used on linux and windows. Please see https://github.com/dapr/dashboard/blob/master/build.sh#L14
Then on dapr init, cli needs to download the zipped package from release and unzip them.
