procs searches $XDG_CONFIG_HOME/procs/config.toml not ~/.config/procs/config.toml .
In snap environment, $XDG_CONFIG_HOME seems to be set to a different directory.
How about ~/snap/procs/config.toml or ~/snap/procs/<revision>/config.toml ?
