It is a representation of what is going to be publicly served by the http server. All files in that folder are directly copied over to the "dist" folder, which is then served. As opposed to the "app" folder which is built and minified as a single file before being placed into the "dist" folder.
If you have suggestions for alternatives, I'd be happy to hear them, but to me "public" makes sense.
