No, not possible. First, you need to be on or below FW 9.2 to run Decrypt9. Second, even if you are on or below 9.2, all currently used CFWs load a later firmware.bin, which also patches the ARM9 exploit. Run it from SysNAND!

I have emuNAND 9.0, gateway's emunand :) It's manually updated to 9.0.

I can't run it from sysNAND, because I can't access to homebrew menu (on emuNAND I use CIA Homebrew Launcher Loader).

It does not check if it is in EmuNAND or SysNAND. Why should it? You can't run Decrypt9 on GW EmuNAND either. I'd suggest you do a manual update of your SysNAND to 9.0, 9.1 or 9.2, then use something like BootCTR or CTR Boot Manager with the GW .3DSX entrypoint. Get informed in the appropriate threads on GBAtemp and ask there if you have trouble setting it up.

It fails to get ARM11 kernel privileges.

So on CFW I can use ARM11 "user-mode" only?
