The vulnerabilities extension is implemented as an XML Schema extension. Vulnerabilities are not part of the core CycloneDX spec as of now. In order to represent vulnerabilities, use of XML as a serialization format is required.

This is due to the fact that JSON Schema is very limited in its capabilities and is not extensible in the same way XML is. All proposed solutions for making CycloneDX JSON extensible have a number of issues.
Therefore, work is underway to bring a modified version of the vulnerability extension into the core CycloneDX spec. We're targeting this work for v1.4 of the spec. Once released, vulnerabilities may be represented across all CycloneDX serialization formats (XML, JSON, protobuf).
