For one, it is a command line program, so you have to run it from a command line. For two, if you run it from the command line with no arguments, it'll output the help for the program.
As a note, the program is eventually going to be deprecated in favor of a new version written in C# instead of C++. That is still in the works so this program is still valid for the time being.
