Sounds like an antivirus is blocking the download.

Yea, i disabled the antivirus, and the problem is the Loader.exe
My NOD32 says it is a trojan

Closing this issue for now. Ideally I'd come up with a way to get the loader not flagged by anti-viruses but I don't want to throw $300/yr at getting a code signing cert just yet.
