Drop IE8 or IE7? Dropping IE7 is totally fine. Moving to Compass with PIE should fix most IE7 and 8 issues easy. Dropping IE8 will severely limit the audience of this though.

jQuery has only supported border-box since August 2012 (1.8), so its use requires considering more than just browser support.
Selective use is preferable, it allows backward compatibility if required.

integrate quite so well in that it would lead to the addition of a lot of redundant styling, particularly around headings.
I'd say put all those in a ie7.scss file, (possibly rewriting a rule to use the old normalize.css, and regressing the box-sizing rules when possible).
Make sure to add a comment on the file stating that you will not maintain it but accept pull requests.

I was being facetious, of course… inuit.css doesn’t concern itself with money :) There is now a tag at the latest IE7 compatible release so if you do need to support it you can.
normalize.css is in and the global border-box
is now optional. It looks like inuit.css v4.2 is dropping IE7! :D
