As described in #4, we should also store a sub-tier. This should be a bitemporal table as well.

How do you envision using sub-tier vs just having more tiers, perhaps with the UI grouping them somehow?

I don't have a strong opinion but it would be nice be able to run a query and distinguish 'shared' vs. 'dedicated' tier users.

Shared and dedicated will be queryable by tier.
