A blocking replication call would be kind of limited, because it wouldn't work with continuous or persistent replications.
Checking _active_tasks is the right way, I think. Look for status="Stopped" and error != nil.

I'm adding a ?feed=continuous mode to /_active_tasks. This will work just like it does in _changes: each activity item is sent as a top-level JSON object with a newline after it, and the response connection stays open forever, writing new items as they happen.
