Some other issues that need to be discussed for this issue:
- Do we do a universal renaming of strings with numbers? For example, if 'alg' because 1 does this apply only for use as a protected/unprotected attribute or is the same mapping used as a key parameter.
- Is it required that only the number be used or are both the number and the name permitted?
- This is a mess when looking at my JavaScript implementation because you can only use strings in a map. Does this mean one can assume that number strings would never be a JOSE parameter name for the purposes of implementation?

This as been rolled into the document - we do mixed naming of numbers and strings with lots of rules on what ranges can be used.
