the idea is basically to run a "hardlink" like thing over the new commit and the previous data and rely on --link-checkout-speedup ... but to actually run a "hardlink" like thing would require a lot of IO. But we can cheat when the new commit and the old commit have identical (bit for bit) rpms installed ... for a huge amount of rpm content we can just auto hardlink by comparing path names here.
