The first version looks plausible. The OCI image specification does not specify any role for a manifest.json file name — in fact it would be exactly what you don’t want: if there are multiple images in a single OCI layout, but only one manifest.json file path, that path could only contain a manifest of one of the images.

In general, using oci: and tarring it up manually is a reasonable approach. (There was some work to directly create an oci-archive: with multiple images, but that has not made progress recently.)

Ultimately, Skopeo is a fairly thin wrapper: operations like creating a single archive file out of multiple sources can, when implemented, be done in the underlying containers/image library, but doing that would require writing (not too much) custom Go code.
