You cannot use ipvlan/macvlan as rootless, well at least not in the way you think it works.
Rootless networking only sees podman unshare --rootless-netns ip link... therefore the no such device error. And rootless can never use/modify host devices so this will never work in rootless mode.
That is also documented in the podman network create man page.
As rootless the macvlan and ipvlan driver have no access to the host network interfaces because rootless networking requires a separate network namespace.
