This could optionally just be addressed as a stand-alone fact instead: podman login within the quay.io/containers/podman:latest container doesn't work for host podman 4.9.3.
It could then be taken as a simple data point in the debugging that using host podman 4.8.3 it does work. And using older quay.io/containers/podman (images with nested podman 4.4.2 and 4.8.1) exhibits the identical behavior between host podman 4.9.3 and 4.8.3. I can provide the unmodified copies of the quay.io/containers/podman from when the image was on 4.4.2 and 4.8.1 if necessary, I have snapshots of them.

Aaaand, it just went away. Identical command, no changes to the system, same container, it's now working on 4.9.3.
