Make chrpath a dependency about conda-build HOT 6 CLOSED

or better patchelf see #11

the argument: #11 A prerequisite to merging this would be to include patchelf in Anaconda. is gone - because for normal users it is not anymore required.
Also it would be very easy for anconda to add it anyhow

But conda-build is part of Anaconda, so if we make it a dependency of conda-build, it has to be in Anaconda. Even if it's as it is now, you can't build on Linux without it, so it really should be installable by anyone, i.e., it needs to be in Anaconda.

But you may want to use the system chrpath command for some reason, for which reason I think the chrpath dependency should only be optional.
