This is not working. I think that variable expansion is not done unless shell=True, which is recommended against. But even if I do that, it's not finding the environment that I passed to the env parameter.
Maybe we should just allow to have a run-test.sh (or run-test.bat on Windows), and require that any tests that use these special environment variables use that.

I added support for run_test.sh, but still to be done:
- Add support for run_test.bat on Windows.
- Run test/commands tests like this, not from within Python.
- Extend all build environment variables to the test environment, not just
PREFIX.
