Does vulcand
read etcd at load and run without re-reading the etcd for changes? Or, does it poll etcd for changes?

thats something confd can do ... first of all vulvand does not support tcp lbing .. so thats not possilble anyway .. nginx could .. yet haproxy is the far better solution

confd
is just another moving part that exists only because haproxy
doesn't allow for frontend/backend management without reloading configuration file. I'm against adding other moving parts as it makes the solution more complex to setup and maintain.
