In retrospect we took the path suggested by @smoe in #27 (comment)
with the SoftwareRequirement
Specific compatible versions can now be requested. Determining the version installed is left up to the implementers and the software distribution systems they use.
I recognize that extracting the version of a tool from the tool itself is important to many people. I invite concrete suggestions on the syntax that backed up by a working proof of concept using some CWL implementation or another (perhaps a fork of the reference implementation itself)
from common-workflow-language.
