colcon can't rely on any generic information about a package to be available in the install space (ROS packages will have a manifest file with its dependencies, ament packages will have an entry in the ament resource index). So the best path forward I can see is to generate a per-package file as in the ament resource index which contains a list of dependencies. The prefix level scripts can then collect these files from a known location (without additional crawling, guessing, parsing) and source each package script in topological order.
