The library is designed to work on a seekable file-like object (either local or memory). You could try passing the pdf data by wrapping the content from the URL in io.BytesIO

 with requests.get(URL, stream=True, **kwargs) as r:
    pdf_data = io.BytesIO(r.content)
    out = casparser.read_cas_pdf(pdf_data, password=password)
    print('CAS Type:', out['cas_type'])

# Or using stdlib
from urllib.request import urlopen
with urlopen(URL) as f:
    pdf_data = io.BytesIO(f.read())
    out = casparser.read_cas_pdf(pdf_data, password=password)
    print('CAS Type:', out['cas_type'])
