For programming language names, GitHub maintains a list of languages that they support in their UI in YAML format: https://github.com/github-linguist/linguist/blob/master/lib/linguist/languages.yml

We already use this on Zenodo to power the autocomplete functionality:

Hi, for the purpose of the ELIXIR bio.tools registry, a data format was developed some time ago, which we still use, while striving for increased interoperability. The format, biotoolsSchema, was specified with XSD. The current version does not use XML any more, but JSON. One thing that might interest you is the controlled vocabularies it uses. Interesting parts are licences, from https://spdx.org/licenses/, and the use of the EDAM ontology to describe the scientific function of tools (but this is highly specialized in Life Sciences). Another place you could look up is the ComputationalTool profile of the BioSchemas language: https://bioschemas.org/profiles/ComputationalTool/1.0-RELEASE.

science-on-schema.org (SOSO) also recommends using the SPDX vocabulary for license designations. See https://github.com/ESIPFed/science-on-schema.org/blob/master/guides/Dataset.md#license.

That SOSO community guideline for Datasets also makes a number of recommendations about how to incorporate controlled vocabularies and ontologies in a variety of places in the metadata.
