This is intentional. The hit counts and line backgrounds are separate settings (hit counts can be toggled through the command palette). I personally like to leave hit counts always on

As a user, this wasn't what I expected.

I took Hide code coverage to mean "hide all code coverage decorations". I did not even think to look in the command palette.

But hit counts are not enabled by default, so you must have enabled it through the command palette?

I'd prefer if these had bound visibility as well when hit counts are enabled. I don't really see a point in having hit counters without the coverage highlighting itself.
