This should work:
buf = self.SOUND_FILE.buffer_read(1024, dtype='int16')
decoder.process_raw(buf.tobytes(), True, False)

Buffer should be bytes, not a float array, you can find example in sources.

When I do a .buffer_read, I need to specify a dtype or else I get:
ValueError: dtype must be one of ['float32', 'float64', 'int16', 'int32']
