never mind, I figured it out. image_tag works fine by setting enhance_image_tag: false
from cloudinary_gem.

Thank you for reporting issue.
Image tag enhancement is required for automatic delivery of uploaded static image files.
There was an issue with handling URI objects as parameters to image_tag.
It was fixed. The fix is available in the latest released version of the GEM v1.0.38.
