The first step would be to check if anything at all comes through the Arduino serial port. You can use any terminal program, for example:

Make these settings:

and click Connect. You should be able to see a stream of data coming in.
If you do, please, copy-paste some of it here.
If not - there's something wrong upstream - either with the receiver, or with arduino.
Are you sure PPM really works on this receiver?

And be aware that PPM by itself is a slow protocol (it has noticeable delay compared to IBUS) and furthermore, converting it to IBUS will add a few more ms. This well degrade your experience when flying sims.
