Yes.
On the CKB chain, any cell can be created with an RGB++ lock (notice that the transaction only occurs on CKB), which represents the transfer of ownership of the cell to a Bitcoin UTXO.
When spending the Bitcoin UTXO, users can unlock any number of RGB++ cells by including them in the commitment. (The non-spent RGB++ cells will be forever locked.)
