Can this issue be closed now that #31895 has been merged?

Can confirm it's happening a lot in Cilium E2E Upgrade and always on the same configuration:

            kernel: '5.4-20240305.092417'
            kube-proxy: 'iptables'
            kpr: 'true'
            devices: '{eth0,eth1}'
            secondary-network: 'true'
            tunnel: 'vxlan'
            lb-mode: 'snat'
            egress-gateway: 'true'
            lb-acceleration: 'testing-only'

The other 5.4 configuration, which has KPR and tunneling disabled, is not affected.

@jschwinger233 pointed me to #30837 (comment). I haven't hit the failure after switching to the 5.15 kernel (yet). Once #31558 has been released, we can better validate the hypothesis, as the drop will be visible within cilium-dbg metrics list.
