I do something like this.
Publishing:
$sns = new AmazonSNS(AWS_ACCESS_KEY, AWS_SECRET_KEY);
$sns->publish(SUBSCRIPTION_ID, serialize(['data' => [ ... ]]));
For SNS, it's not a queue like SQS. SNS is for push notifications. SNS will hit a callback with POST data which you would receive at your endpoint URL with:
$message = json_decode(file_get_contents('php://input'), true);
from amazonsns-php-api.
