This looks like something that is invoked from a shader parameter, so if I understand correctly, adding this feature would support new maps and models using it, but wouldn't change existing maps and models? Somewhat like an improved version of flares.
This is probably outside the scope of what I'm currently working on in cMod, but if somebody else wanted to work on this and has a pull request or directly compatible implementation for EF I would be open to merging it.
