Change all wch_t instance to uint32_t. Current work is done in uint32_internal branch.

The current wch_t is an union, but there is no field indicating that current wch_t stores wch_t.s or wch_t.wch. This is very bad because we might write data via wch_t.s but read it via wch_t.wch, or vice verse.
I think we need to rewrite this part to avoid such confused structure.

Definitely. My initial thinking is the same and that's why I want to change wch_t to uint32_t.
