I agree with this. Right now for example there is no simple way during bootstrapping to set ssl_verify_mode :verify_peer on the client. Thus on Chef 11 there is a warning every time and no easy way to switch to verify_peer for systems configured to handle it. For people who want to upgrade to Chef 12 when it's released, but can't initially support verify_peer, they will be stuck in the opposite situation as that will be the new default behaviour.

Pretty certain https://github.com/chef/chef-rfc/blob/master/rfc071-knife-bootstrap-client-config.md and the PRs that implemented that closed this issue quite awhile ago
